Opinion: New York is leaving its most vulnerable youth in limbo

By Andrew Hevesi, Samra Brouk and Kayleigh Zaloga

As we look back on Mental Health Awareness Month, we’re thinking about a group of young people whose suffering gets scant attention: children with complex mental health needs.

These children, nearly 80,000 of whom across our state are on Medicaid, have severe behavioral health diagnoses along with complicating factors like medical challenges, foster care involvement or intellectual/developmental disabilities. Their families should be spending their time with them – instead, many of them are lost in a bureaucratic maze, creating painful delays in care and costing taxpayers hundreds of millions.

But momentum is building behind complex needs legislation that would streamline these young people’s access to care. The bill has advanced out of the Assembly Children and Families Committee and was reported to the Ways and Means Committee. It’s gratifying to see lawmakers mobilize around this smart policy, which empowers a little-known state entity to cut through red tape. Read more here.

TODAY'S BUZZ

Robin Hood and Columbia University's Center on Poverty and Social Policy released two companion Poverty Tracker reports on how expanding 2-K and 3-K could be one of the most effective anti-poverty tools available to New York City.  The first report, Universal Child Care as Anti-Poverty Policy, finds that 4,100 two- and three-year-olds would have been lifted out of poverty each year had universal 2-K and 3-K been in place at full coverage between 2022 and 2024. The second, Spotlight on: Child Care Hardship among New York City Parents, finds that more than one in five working parents experienced some form of child care hardship in 2024, with the burden falling hardest on parents in poverty, single mothers, and Black parents.

Our Bronx and the Bronx Economic Development Corporation will host the inaugural Bronx Economic Development Summit, a two-day convening of practitioners, planners, elected officials, national thought leaders, and Bronx community leaders focused on advancing a long-term economic development strategy for the borough. The summit will take place on Friday, June 5, and Saturday, June 6, at the Andrew Freedman Home, located at 1125 Grand Concourse in the Bronx.

New York Road Runners, the nonprofit that “runs” New York City producing 60 annual adult and youth races including the TCS New York City Marathon and providing free year-round youth and community programs, has announced an impressive professional athlete field for the 2026 Mastercard New York Mini 10K, taking place Saturday, June 6. The race will feature 10 Olympians and Paralympians, 9 global medalists, and multiple national record holders representing 11 countries.

The New Jewish Home celebrated its 11th annual Eight Over Eighty Gala at the Ziegfeld Ballroom last week, raising over $1.1 million for the comprehensive nonprofit health care system for older New Yorkers. The gala honored eight extraordinary changemakers over the age of 80, including actress Candice Bergen, longtime civic leader Sarah Kovner, and journalist Lynn Povich. The gala also highlighted the 20th anniversary of SkillSpring, The New Jewish Home’s workforce development program.

Queens Centers for Progress, will celebrate its 76th Anniversary Gala at Terrace on the Park. This Broadway-themed event will honor the organization’s remarkable journey from its founding in 1950 to becoming a leader in advocacy, empowerment, and community inclusion for people with developmental disabilities. Honorees include Runi Mehta, Managing Director and Market Executive at Flagstar Bank, and Jason I. Miller, Partner at Otterbourg P.C.

Selfhelp Community Services held its 90th Anniversary Gala, raising over $1.6 million to support programs serving older adults, Holocaust survivors, and other vulnerable New Yorkers. The event brought together nearly 500 guests and was emceed by actor Richard Kind, with honorees including Jeff Schoenfeld, recipient of the Fran Eizenstat Legacy Award, and Rep. Grace Meng, recipient of the Visionary Leadership Award.

The Council of Family and Child Caring Agencies honored 12 frontline child welfare professionals from across New York State during its annual Jim Purcell Excellence Award Ceremony, recognizing their extraordinary service to children, youth, and families. The ceremony celebrated professionals working across foster care, residential care, youth development, and family support programs who demonstrate exceptional compassion, leadership, and commitment in their daily work.

The Boys’ Club of New York will host educators, local organizers, and community leaders to discuss a major strain on New York City neighborhoods: low pay, high turnover, and extreme job instability among after-school youth workers. The event centers on a fireside chat for Dr. Bianca J. Baldridge’s new book, Laboring in the Shadows: Precarity and Promise in Black Youth Work, with the conversation exploring how city budget cuts impact the livelihoods of the youth workers, mentors, and after school programs that keep local kids safe.

One of the most impactful recent developments is the introduction of Pooled Employer Plans (PEPs). These plans help organizations reduce fiduciary liability, eliminate large plan audits, simplify reporting, and ease administrative burdens related to participant management. They also create cost savings through economies of scale. In our nonprofit work, we’ve seen pooled plans improve compliance confidence, free internal resources, and deliver better outcomes for organizations and employees. It’s worth evaluating whether your current retirement plan structure remains the right fit.

GOVERNMENT CONTRACTS

ANALYSIS

* In Mamdani’s quest to trim spending from New York City’s massive municipal budget, there’s no bigger target than the Education Department. The department’s nearly $45 billion budget is the largest of any agency by far, making up roughly a third of the city’s entire budget, Chalkbeat reports.

OPINION

* New York’s socialist Mayor Mamdani promises to spend $22 billion over the next five years building 200,000 new “affordable” homes and “preserving” another 200,000. Time will tell if he meets that goal even as he sets higher minimum wages for construction workers, the Washington Examiner reports.
